Global Affairs Canada (GAC) warned that criminal activity and kidnapping persist at dangerous levels nationwide. Though foreign tourists are generally not primary targets, violent clashes between federal forces and armed factions — compounded by deliberate arson campaigns and illegal highway blockades — have created mounting risks to civilian safety.
Security conditions around Puerto Vallarta and the broader Jalisco state emerged as a particular flashpoint, according to the GAC advisory. Armed confrontations in the region paralyzed transportation infrastructure, forcing the suspension of commercial flights and rendering ground routes largely impassable due to organized blockades.
Air Canada moved swiftly Sunday, announcing a temporary halt to all flights to and from Puerto Vallarta, citing an inability to guarantee safe airport operations. The carrier indicated it would remain in direct contact with Mexican authorities as the situation develops. Budget carrier WestJet followed suit, canceling its own scheduled routes to the affected area.
The unrest follows a major military strike: Mexican army forces killed Nemesio Oseguera Cervantes — founder and leader of the powerful Jalisco New Generation Cartel — during an operation conducted Sunday in Jalisco. The offensive marked a significant escalation in Mexico's broader crackdown on organized crime.
Retaliatory violence erupted almost immediately. Cartel operatives were believed to have orchestrated a wave of vehicle burnings and highway blockades across Jalisco and neighboring states. Tamaulipas and Oaxaca reported similar incidents, with torched vehicles and sealed roadways signaling a coordinated effort to destabilize the country's transport network in response to the military strike.
